Sandra Torres has served at Dairy Council of California since 2023. She currently holds the position of Impact & Learning Development Program Manager in the Nutrition & Industry Affairs Department, a role she transitioned into in 2025. In this role, she leads and coordinates the strategies and activities of the newly restructured Data, Impact and Learning Development unit, creating an environment that supports DCC's vision and cause. Sandra provides strategic leadership to develop and manage the organization's impact infrastructure, focusing on staff learning, professional development, data visualization, and storytelling. She leads cross-functional collaboration and aligns unit activities with internal goals and organizational impact.
From 2023-2025, Sandra served as Program Manager, Special Projects, where she successfully led the My First 1000 Days: A Dairy Initiative, a Legacy Health Endowment-funded project supporting mothers with infants and toddlers in the Central Valley.
Sandra brings over a decade of expertise in public health, with a core focus on improving food access in communities. Her professional experience includes working with PHI Center for Wellness and Nutrition, Ventura County Public Health, FoodShare, Central Valley Health Network, and Network for a Healthy California. She holds a B.S. in Health Science, Community Education concentration from Fresno State and an MPH with a Health Policy Leadership concentration from the University of San Francisco.
As a bilingual (English-Spanish) public health professional, Sandra's work bridges strategic impact measurement with meaningful community engagement, strengthening DCC's ability to advance nutrition and dairy access across California.
